What happened?

Shares of HVAC and electrical contractor Comfort Systems (NYSE: FIX) fell 13.5% in the morning session after CNBC reported that nationwide ballot rejections of data centers and a Democratic congressional sweep raised regulatory headwinds for artificial intelligence infrastructure.

CNBC reported that voters in multiple states passed ballot measures restricting or banning data center facilities, creating permitting and development bottlenecks for hyperscale projects. Sentiment across data center plays also deteriorated after Democrat Gina Hinojosa won the Texas governorship on a pledge to impose an immediate moratorium on new facilities, per CNBC.

In research detailed by CNBC, Wells Fargo estimated Texas represents 27% of planned U.S. data center capacity. The stock decline suggests investors are de-risking artificial intelligence infrastructure assets amid political and regulatory uncertainty following midterm election results.

What is the market telling us

Comfort Systems’s shares are extremely volatile and have had 49 moves greater than 5% over the last year. But moves this big are rare even for Comfort Systems and indicate this news significantly impacted the market’s perception of the business.

The previous big move we wrote about was 9 days ago when the stock gained 7.2% on the news that U.S. stocks climbed across the board as investors positioned for an eventful week defined by a key Federal Reserve interest rate announcement and high-profile corporate earnings releases.

Comfort Systems is up 7.9% since the beginning of the year, but at $1,083 per share, it is still trading 47.6% below its 52-week high of $2,067 from June 2026. Investors who bought $1,000 worth of Comfort Systems’s shares 5 years ago would now be looking at an investment worth $11,514.
