Timothy will oversee testing operations that support the nation’s most critical defense and ordnance programs.
Element U.S. Space & Defense, a leader of test and engineering services, and a trusted partner to the U.S. Department of Defense and its industry leaders, announced the appointment of Timothy Millican as General Manager of its Camden, Arkansas munitions and energetics testing facility. Tim will lead strategic operations and drive growth through expansion and technological advancement of the facility’s ordnance and munitions testing capabilities.
Tim brings three decades of leadership experience in Operations Management, Engineering, ES&H and Quality within manufacturing, test and assembly operations in the U.S. and U.K. He has led missile, launcher and satellite production sites for two USG Prime Contractors. His proven track record includes successfully leading large multimillion dollar enterprise operations, enhancing operational efficiency, and improving performance through strategic planning and innovative solutions.
Tim holds a Bachelor’s Degree in Industrial Technology and a Master's Degree in Human Resources Development, as well as Lean 6S credentials. Beyond his professional achievements, he enjoys spending time at the Arkansas lakes with his wife and children.

The Element U.S. Space & Defense Camden site serves as the National Ordnance & Ballistics Test Center, established within the original 68,000-acre Shumaker Naval Ammunition Depot and a portion of Highland Industrial Park. The facility is equipped to safely and securely conduct a wide array of rough handling tests on weapon systems, ordnance, rocket motors, hazardous materials and commercial products.
Key testing capabilities at the facility include:
- Dynamics Testing: Covering acceleration, mechanical shock, transportation simulation, drop testing, and vibration.
- MIL-STD-810 Environmental Testing: Environmental simulation to assess product performance under harsh conditions.
- MIL-STD-2105E Insensitive Munitions Testing: Simulating real-world hazard scenarios to confirm that munitions can sustain harsh external energy inputs without transitioning to a detonation event.
- Ordnance & Munitions Testing: Arena testing for warheads and weapons, warhead lethality testing, and small to large caliber direct fire gun ranges.
The Camden facility is fully ITAR-registered and holds NATO STANAGS standards.
